Not upgrading

Free version is ok. Pretty basic but good. I upgraded (said $2.99 but charged $3.99) and won't update! Tried again, App Store confirmed my purchase and offered to download for free, restarted everything, nothing happened. Restore button not working. I want my upgrade please!
