You can also use Video Record Pro to import videos from other apps and downscale it to a preset to make it smaller.

Won’t work
Says I need permissions from my iPhone to access my camera/photo album, but the app doesn’t request permission. Went thru settings and can’t find anywhere to give permission.
Not working
There is no way to give permission for the app to access the camera on iPad Pro.
