本系统实行手机登陆账号管理，由平台工作端采集基础数据，含消防站信息、社会单位信息、水源信息、车辆基础信息、人员信息等，采集的信息实时更新，实时共享，使日常维护信息为战 时所用，并以消防元素的形式在平台的消防专用作战态势图上体现，可达到攻坚人员定位、远程 指挥调度、实时视频传输等目的。
在灭火救援过程中，需要早发现，早到场，早处置，通常会发现报警人描述灾害位置不准确，到场后可用水源难寻找，周边单位不熟悉，而高级指挥员对现场情况不可视，口耳相传的信息不对等难题。
