Bookends is the reference management app you've been looking for.
The basic version offers:
• Search online sites directly (arXiv, Google Books, Google Scholar, JSTOR, the Library of Congress, PubMed, PubMed Central, and Semantic Scholar) or use the built-in browser (EZProxy-compliant) to download PDFs and reference metadata (requires access privileges). Searches can return a maximum of 20 references, and only 50 references can be stored in your personal database.
• Use unique identifiers such as DOI, PMID, ISBN, or arXiv id to autofill references.
• See PDF annotation in a note stream, and create your own with our powerful PDF markup engine.
• Barcode scanning, one per day.
• And many more features designed to help you discover, organize, and use reference information.

Subscription is for one year and has an auto-renew option. The subscription can be managed in iOS -> Settings > [your name] > Subscriptions. A subscription may renew if it isn't canceled at least 24 hours before the renewal date.
If the subscription is not renewed, Pro Features will be disabled but Standard features will continue to work.
No cancellation of the current subscription is allowed during the active subscription period.

• Barcode Scan improvements. Fetched metadata and book covers, if available, will be retrieved from two sources: Google Books and Open Library. If the book is already in your library, the metadata will be highlighted in yellow and tapping on it will show to the existing reference in the library.
• Sort references by Citekey.

Best researcher’s buddy
This app is great. Not flawless, but practically oriented. Basic needs are covered, plus a little bit extra on top. I especially appreciate how PDFs are stored on iCloud in a simple folder, not library! This allows for flexibility when you work on the macOS version (which also has a few WTF moments but is definitely worth exploring). Furthermore, I like the affordable pricing. After trying Mendeley, Zotero, Papers and ReadCube, this solution seems like the best combination of features-price-updates-flexibility. Hugely recommend to all fellow scholars who need iPad-Mac workflow.
Beware: Impossible to use local pdfs
To import a local pdf, you must use ‘multifile’. But using multifile requires a subscription. The app thus lacks the ability to do anything useful without a non-cancellable subscription paid upfront.

I’m not sure I understand what your term ‘multifile’ means, or what you mean by importing a local PDF, so please write to support with more details. But note that you can import a PDF on your device via Share using the Standard version (no subscription). You can also sync this with your Mac using Wi-Fi sync (again, no subscription). The subscription includes features like cloud sync, multi-library support, unlimited barcode scanning, PDF notes enhancements, and more coming in the future.
