Am I really supposed to pay to be able to upload my 2nd foto?

Not sure if it is supposed to work like that… I uploaded my first picture, -10 credits, sumitted it to a challenge, -15 credits, now I have 5 left and cannot do anything without paying… Have not obtained credits for won duels… Also unable to vote, because the formular verify my identity does not work…
