TellTheColor provides you a solution for this. Whether you are color blind or not, using this app you can retrieve the dominant color from your on selected area of an image. If you are color blind, use the functionality to confirm the color from the app itself.

The coolest thing about this app (besided it is free), it that it is really easy to use. Just take a photo using the device camera or select an image from your library. Selected the area you want to exctract the color from and.. Voila, you immediately receive the dominant color.
