DLD4.0 เป็น Application สำหรับเผยแพร่ ประชาสัมพันธ์ องค์ความรู้ด้านการเลี้ยงสัตว์ แจ้งเหตุ และขอความช่วยเหลือเกี่ยวกับการปศุสัตว์ และยังสามารถแจ้งเหตุเกี่ยวกับกฏหมายทางด้านปศุสัตว์ได้
โดยจะมีเจ้าหน้าที่คอยดำเนินการ และท่านสามารถรับทราบถึงสถานะการดำเนินการ โดย กรมปศุสัตว์ (Department of livestock development) เพื่อให้ประชาชนสามารถเข้าถึงข้อมูลคลังความรู้ ประกาศ และข่าวการแจ้งเตือนเกี่ยวกับสัตว์ (livestock) เพื่อให้มีความทันสมัยและรวดเร็ว Application DLD4.0 นี้รองรับบนอุปกรณ์ Tablet และ Smart Phone
