全国一级注册建筑师执业资格考试由国家住房和城乡建设部与国家人力资源和社会保障部共同组织，考试采用滚动管理，共设9个科目，单科滚动周期为8年。北京地区全国一级注册建筑师执业资格考试的考试管理工作由北京市人事考试中心负责组织，注册工作由北京市规划委员会负责实施。 一级注册建筑师考试合格成绩有效期为八年，在有效期内全部科目合格的，由全国注册建筑师管理委员会核发《中华人民共和国一级注册建筑师执业资格证书》。 持有有效期的《注册建筑师执业资格证书》者，即具有申请注册的资格，未经注册，不得称为注册建筑师，不得执行注册建筑师业务。一级注册建筑师的注册工作由全国注册建筑师管理委员会负责。
