Add ministry of transport where you can manage financing of buses, taxis, rental bikes and scooters, trams, trains, ships and airways. Also, the player could build airports, bus and tram stations and stops, trains stations, airports, ports and rental facilities.

Great game,
First off, those who say this game makes you spend all your money are ridiculous. The premier pack is only £1.99, and that gives you access to strong nations and considering this is a FREE game, it’s not much to ask of. However I do sympathise with those who cannot buy this as the countries you get without it are small and get hardly any income/budget. Game goes in to detail with taxes, ministries, Infrastructure, departments and funding. However it is not EXTREMELY complicated. There are a few bugs/glitches here and there though.
