Strength of the Generals don’t reflect in water battles

In Jain Ye and Yu Hang both water battles the generals are completely useless. I have 9 good generals and with which I run over everything in mainland, but in those two battles the strength of the generals is completely useless. Their ships get sunk like common fisher boats. I can’t even get close to a 1 star win.
