慧黄山APP是黄山市数字城市、智慧政务建设工作孕育的成果，是黄山市“互联网+政务服务”工作的具体体现，同时也是面向黄山市民及游客的服务新载体。
慧黄山APP聚焦“利企便民”，定位城市服务，突出黄山特色，构建集政务类、便民类、旅游类等多元服务为一体的综合服务APP。与皖事通APP错位发展，发挥自身特色，在设计上融合黄山人文风貌，在内容上根据生命周期梳理高频事项，在功能上多措并举推动慧黄山APP成为百姓“能用、易用、爱用”的服务软件。
慧黄山APP一方面利用人脸识别、千人千面、智能客服、大数据分析等先进技术，优化用户体验，促使服务更安全、更智能；另一方面，借助通用平台与移动开放平台两个后端管理平台，帮助各类社会主体能够方便快捷地自定义发布查询、填报、预约类事项，甚至自行开发服务功能，使服务的灵活性与全面性大幅提升。
