limit the number of cards a player can hold

why on earth would you make a game where it's allowed to stock up on all the available cards without any repercussions? so if a player chooses a ”strategy” not to build anything and is instead just piling up all the cards, the game becomes literally unplaylable. i suggest limiting the number of cards one can hold.
