NATIONAL EMPLOYMENT AND SKILLS AGENCY (NESA)
Our Mission and Objectives
NATIONAL EMPLOYMENT AND SKILLS AGENCY (NESA) NESA is a public, legal entity, budgetary organization, under the responsibility of the minister in charge of employment and skills development (hereinafter the minister), headquartered in Tirana. NESA comprises administrative institutions and service providers for employment, self-employment, education, and vocational training, an integral part of the ministry responsible for employment and skills development. It operates through Regional and Local Employment Offices, Regional Public Vocational Training Directorates, and Public Professional Education Schools.

NATIONAL EMPLOYMENT AND SKILLS AGENCY (NESA) NESA has been established and regulates its activities based on the provisions of Law No. 15/2019 "On Promoting Employment," as well as Law No. 15/2017 "On Vocational Education in the Republic of Albania," and the Council of Ministers Decision No. 554, dated 31.07.2019, "On the Establishment, Organization, and Functioning of the National Employment and Skills Agency"

The main structures and their competencies are regulated in accordance with the Prime Minister's Order No. 172, dated 24.12.2019, "On the Approval of the Structure and Organization of the National Employment and Skills Agency," as well as the Minister's Orders for employment and skills matters regarding the Organization of Public Professional Education Schools, in accordance with Article 7, paragraph 4, and Article 12, point 4 of Law No. 15/2017, "On Vocational Education and Training in the Republic of Albania"

MISSION

The mission of NESA is to ensure the fulfillment of the rights of Albanian citizens, foreigners, and stateless persons who have acquired refugee status as well as asylum seekers on the territory of the Republic of Albania, to be treated with public services and programs for employment, self-employment, and professional qualifications, with the aim of finding suitable employment, both within and outside the country, as well as providing these services.

RESPONSIBILITY AREA

NATIONAL EMPLOYMENT AND SKILLS AGENCY (NESA) has the responsibility:

a) to ensure the quality of services offered for employment, self-employment, and vocational education and training through monitoring and evaluation;
b) o organize work for the administration and implementation of active and passive labor market programs;
c) to organize work for the administration of public providers of vocational education and training (VET) in accordance with the current legislation on vocational education and training in the Republic of Albania;
ҫ) to ensure that functions related to planning, implementation, financial accountability, and reporting for regional directorates, local offices, and public providers of vocational education and training are carried out in accordance with current legislation.

Public institutions providing vocational education and training (VET) programs and/or courses in the Republic of Albania are considered as 'Institutions providing VET.'
