Digital Rupee is Central Bank Digital Currency (CBDC) of India issued by India's Central Bank - The Reserve Bank of India (RBI). Digital Rupee is a legal tender, similar to sovereign paper currency, and is issued in digital form by the Reserve Bank of India. The value of the Digital Rupee is equivalent to that of a sovereign paper currency.
To answer the question of how it is different from other cryptocurrencies? Digital Rupee is issued by the Central Bank of India (RBI) and is distributed to citizens just like normal paper currency. Steps involved in Customer Check:

1. An outbound SMS for verification will be triggered from a users mobile
2. Users Mobile numbers will get bind to the Bank Servers post successful handshaking
3. After successful registration of the device with the bank, the user will be able to proceed further to the registation flow.
