Helm is a simple hosts file manager. You can set whether the title bar is transparent or not in the preferences. Keep the menu bar running can be set in preferences.
Keyboard shortcuts:
Command + shift + O : Open System Hosts File
Command + D : Duplicate
Command + / : Toggle Comment
Command + + : Make Text Bigger
Command + 0 : Make Text Normal Size
Command + - : Make Text Smaller

I was expecting a lot of apps to be found in the app store to edit the hosts file but there were only two.
This one’s free and does exactly what it’s supposed to do.
