Train of the month

I finished the whole game, then decided to play train of the month, then realized it needs commuter pass to get the train..
Why isnt it free???? We, non-commuter pass people literally have nothing to do when we finish the whole game. Please make train of the month free ☹️ or we can get it by the end of the month
