Can’t control the bell’s 🔔 volume

I’m not sure why I can’t control the volume. The quiet bell is too quiet 🤫 and the original bell is too loud. Adjusting the volume on the iPhone only works with the app open in the foreground. As soon as the iPhone shuts down the screen, the bell assumes a fixed Max Volume. Indoors I try and muffle the sound under a pillow. Outdoors I try and place the phone inside a shoe or wrapped in some clothing.
