يهدف (بيّنة) إلى التسهيل على المستهلك للاستفسار والإبلاغ من خلال رقم موحد بغض النظر عن اختلافات اختصاصات الجهات الحكومية لكل بلاغ، وحفظ حقوق المستهلك في جميع القطاعات التي لها ارتباط بشؤون المستهلك، والحد من تداخل الاختصاصات بين الجهات الحكومية، بالإضافة إلى متابعة أداء الجهات فيما يخص معالجة البلاغات، وتحقيق التكامل في جهود الجهات الحكومية لحماية المستهلك، وقياس رضى المستهلك ومدى تجاوب الجهات معه.
