Hello,
EDIT: Note that if pet energy is below 20% it will become tired and you cannot interact with it in any way - only putting it to sleep. So if it's unwilling to play it's most certaintly tired.
Old response: If its sad for a long period of time, you need to pet it more. So for example if you pet it on its forhead and if eyes change so you see it's enjoying it, then you'll need to do this for a while (without stopping) if you want to make it happy. Keep trying and you will succeed!
