Is it available for people outside Japan?

Hello!!!!! So i wanna say something
This app is really cool!, but the screen freezes or loads a lot. Theres a lot of words that arent even naughty/bad. My friend say men and it got censored. I said heck and it got censored aswell.
Within that i got reported for not adding someone. its been a whole year and my old account isnt banned!! Also please make this app on pc aswell! I think pc users would love that
