Video to pic is the best way to extract Full HD moments from your videos.

Videos are loaded directly from your Photo Library to the Video to Photo app, then you can inspect the video frame by frame and pick up the one you like to save as still image. The photo will be saved at the same resolution as the source video.

It does what is says and it does it well

Thought it would bring the quality of the video down, so that the pictures would have lower resolution, but the resolution remains
