The app allows you to impose a limit on the maximum volume of the iPhone / iPad.

Volume Limit is the only parental volume manager that works with iOS 12!
The app works by monitoring the background noise. In loud spaces, the app allows to increase the volume limit a little bit above the set value. In quiet rooms, it sticks with defined value. The app requires access to a microphone. The app can work in the background.
The application has been specially designed for parents of children with Autism Spectrum, Asperger, Down Syndrome & other development delays or sensory issues.

Not a good app
I bought the premium thing but immediately wanted to return it. I got this app to help prevent accidentaly raising the volume to harmful levels; but it does accept the volume being raised, and then takes like 2 seconds for it to lower it if you accidentally raise it. That’s useless. I can lower it myself if it’s gonna take that long. Not recommended.
