The Decimals setting does not appear to work

The Decimals setting ".0004" should give an accuracy of 4 decimal places to the currency values. But it does not.
The Decimals setting ".003" should give an accuracy of 3 decimal places to the currency values. But it does not.
Am I missing something here, or is this something that can (and should be) easily fixed?
