Background App Refresh?

Just purchased the app. Neither background app refresh nor home screen badge icon works. Although it's setup for 5 minutes, no auto refresh (app is open in the background). When I go into the app, then i see spinning icon resembling it refreshes. Additionally, no badge icon appears for unread items. Urgent update, then i'll update my comment.
