电子营业执照是市场监管部门依据国家有关法律法规、按照统一标准规范向所有市场主体核发的，是企业的“电子身份证”。电子营业执照APP主要为市场经营主体提供电子营业执照的管理、使用及验证服务。
电子营业执照管理功能：提供电子营业执照的下载管理、电子营业执照的授权管理、以及执照空间管理功能。其中电子营业执照授权管理包括证照管理员管理和办事人用照管理，即电子营业执照APP可以授权证照管理员对电子营业执照进行日常的管理和使用，同时可授权办事员使用电子营业执照。
电子营业执照使用功能：提供电子营业执照打印、电子营业执照查看、电子营业执照用户服务指南等功能。
电子营业执照验证功能：提供电子营业执照扫码验证、出示验证等功能。市场经营主体使用电子营业执照办理线上、线下窗口业务时，可分别使用“扫一扫”、“出示执照”功能，对电子营业执照真实性、有效性等进行验证。
