Currently, almost 3000 emoji are encoded, and yearly 100 new symbols are added. Which ones? That's determined by The Unicode Consortium, an organization that digitizes our language. Anyone can send them a suggestion for a new character, but in the end they decide! This sticker set contains 30 emoji that they officially declined.
