This app not only allows you to use HTTP proxy under 4G but also allows you to combine HTTP proxies in PAC files and filter out the certain request to the right one.

stopped working after iOS 15 upgrade (iPhone 8)

Was working flawlessly until iOS 15 - something must have definitely changed. No longer works over WiFi or 4G/LTE.
