One phone says that it backed up to iCloud but never shows up to restore on the other phone

Hello, I'm Damian, the developer of Gymfile. I'm sorry for any inconvenience you've experienced. To resolve the issue, please ensure both your old and new iPhones are logged into the same Apple ID account and iCloud is enabled. On your old iPhone, go to the GymFile app settings and select "Back up now" to initiate the backup to iCloud. After a few minutes, on your new iPhone, navigate to the same section in the GymFile settings and select "Restore last backup." It might take several seconds for the app to fully restore and be ready for use. Thank you for your patience. Feel free to contact me through app's support (Settings, information and help about Gymfile, last section) if the problem persists.
Updated the app logo and icon. You can now set optional starting sets, rep ranges, and weight for routine exercises before their next workout, and review finished workout changes in a clear side-by-side template diff before saving routine updates. Also includes improved phone and watch connectivity during workouts and fixes for unnecessary Coach refreshing or regeneration.
