Der HHRV ist Mitglied im olympischen Spitzenverband Rugby Deutschland und vertritt als Fachverband seine Mitgliedsvereine im Rugby Union, Touch Rugby und Australian Football von der U6 über die Verbandsliga und Regionalliga bis zur Bundesliga im Landessportbund Hamburger Sportbund (HSB). Trainings- und Spielstätten befinden sich in der Rugby-Arena Stadtpark (Saarlandstraße), am Südring ("Platz am Bären"), am Barmwisch (Rugbyplatz Barmwisch), am Rahmoor (BSG Hamburg Airport, Niendorf) sowie am Tribünenweg (Horn). Der HHRV fördert insbesondere Kinder und Jugendliche und besonders Mädchen und Frauen. Der Sitz des HHRV ist im Verbandshaus in der Rugby-Arena Stadtpark.
