An Official U.S. Navy mobile application, produced by the Navy PMW 240 Program
The Navy College Program (NCP) app provides Sailors and others with tools to assist them in making informed personal and professional development decisions throughout their Navy careers. The app offers users major elements of the Navy College Program website and is particularly useful for helping Sailors with Voluntary Education (VOLED) Programs, including Navy College Program for Afloat College Education (NCPACE) and Tuition Assistance (TA).
The app includes the new Policy and Procedures training course for Navy College Program for Afloat College Education (NCPACE) and features the ability to track course completion via Navy Training and Management Planning System (NTMPS) Electronic Training Jacket.
The NCP app gives Sailors mobile access to voluntary education planning tools, counseling, and applications. This app allows Sailors to submit WebTA requests and degree plans, access required counseling, and complete training requirements.
Sailors may chat with Navy College Virtual Education Center counselors from 0700 to 1900 Eastern time. They may also submit help requests from the Assistance Center and access frequently asked questions 24/7.
The NCP app features the following sections:
-- Tuition Assistance (TA) – Links users to the My Education WebTA website so they can submit a WebTA application, view existing WebTA applications, and access other functions.
-- Navy College Virtual Education Center (NCVEC) – Provides contact information.
-- OCONUS Navy College Offices – Interactive map of open offices.
-- Assistance Center – Chat with a counselor, submit help request tickets, and access FAQs.
-- Training – Allows users to complete the NCPACE Policy and Procedures Training course.
-- Videos – Provides video tutorials on voluntary education topics, including TA and command information.
-- Resources – Provides current NAVADMINS relevant to VOLED.
-- Joint Services Transcript (JST) – Links users to the JST login page, allowing them to view their JST or request an official JST.
-- Emergency resources and a Favorites section allows users to bookmark parts of the app they find valuable for easy access.
This app is relevant to all Navy TA/NCPACE participants, current Sailors, transitioning Sailors, Veterans, and counselors. The app features public content only, with no authentication or authorization required. Download the app today!

The in app browser will not load JST or WebTA. It asks to forward it to safari external browser. Developer could try and enable interaction with the site through he app, however then comes the question of how the phone smartphone user can validate who they say they are, such as browser requesting a CAC login.
Some things to think about.
Lacking features, not that developed, could be more feature packed and user friendly. Any app that links to a website for any function, as with the case with the JST... it defeats the purpose of using the app.
Very nice to be able to chat with a counselor right from the mobile app. Practically no wait time and really convenient.
