It does not send SMS in Vietnam

I use Mobile Phone number in Vietnam. When I chose SMS it does not send SMS. I use phone but the UI is blocked so I cant input. I tried SMS again. After some attempts it blocked with "attempt after 23h". What the hell? It blocked my work.
