党的十八届三中全会审议通过的《中共中央关于全面深化改革若干重大问题的决定》提出：“通过建立健全代表联络机构、网络平台等形式密切代表同人民群众联系。”为贯彻中央文件精神，充分利用互联网技术为代表履职和联系人民群众服务，根据全国人大常委会办公厅部署，福建省人大常委会于2016年1月开发建设了“福建省三级人大代表履职服务平台”，目前省、市、县三级人大已全部启用平台。 2017年11月履职服务平台手机客户端（APP）正式上线，主要用户是省、市、县三级人大代表，主要功能包括：议案建议办理、履职活动管理、代表信息公开、会议文件查阅、代表知情知政、远程学习培训、征求代表意见、在线联系交流等。
