Resolved an issue that prevented text annotation summaries from being shared properly.

This update includes the following improvements and updates: - resolved a bug causing the app to crash in two document view - improved annotation retention and handling - Increased the number of open tabs allowed to 10 Additionally a UI bug was resolved that prevented users from adding local storage when 'Local Only' was selected by the Admin.
