Minor visual improvements

The App now restores the Master user when they did not sign out of the previous session. Automated the Completed State on a form when all Marking Descriptors have assigned a value for a Candidate. The Marking Matrix now uses dynamic columns based on the current Station. Improved the performance of the Marking Matrix for older devices. Implemented dynamic cell heights so that the Candidate's name is not cropped. Improved the performance of the Master User circuit timer so that it now works when the App is in the background. Added the Prop List to the Circuit Menu. Now includes the ability to provide either Information or Marking Descriptors below the Question.
