iBuoy是由國立台灣大學海洋研究所自行整合的海氣象觀測浮標系統，佈放於西北太平洋，可即時觀測氣象與海象變化並即時傳送資料。每組浮標的觀測功能包括溫濕度計、旋葉式風速風向計、超音波風速風向計、氣壓計、雨量計、短波日照儀、淨輻射儀、表水溫度計、兩組海流儀、四組溫鹽深儀、五組溫壓儀(兩組由氣象局提供)、以及兩組未具資料即時傳輸功能的溫壓儀。浮標的中控系統新增無線電與衛星遙控功能，可依任務需求調整取樣密度與傳輸頻率。
臺灣附近每年平均大約有3個颱風經過或登陸臺灣，颱風來襲期間除了造成大眾生活不便、生命財產遭受威脅之外，也必會造成一定程度的經濟和農業等的損失。因此根據多方觀測和預報資訊，充分掌握颱風動向等是做好防颱、減輕災害的重要工作。為了充分掌握颱風狀況於千里之外，在科技部自然司海洋學門協助推動，由國立臺灣大學海洋研究所執行之研究計畫「觀天測海、面戰颱風」行動，於2015年颱風季啟動，以本國技術發展自行整合的海氣象觀測浮標系統，迄今已捕捉到5個颱風暴風圈內的海、氣象資料，尤其西北太平洋颱風史上“最強的第一號颱風”尼伯特(Typhoon Nepartak)來時更是“雙箭一鵰”，兩座在西北太平洋的NTU浮標一前一後地測到颱風眼附近的大氣和海洋參數並透過人造衛星即時傳回，堪稱颱風觀測史上的“奇蹟”，引起各國颱風/颶風研究團隊及預報機構的高度重視。寶貴的海上現場資料，對研究颱風登陸前的演變以及跟黒潮之間的互動至關重要
