ÖBA, öğretmenlerin kişisel ve mesleki gelişimlerini çok boyutlu desteklemek amacıyla kurulmuştur. www.oba.gov.tr adresinden sunulan ÖBA'ya MEBBİS veya e-Devlet şifresi ile giriş yapılabilmektedir. Öğretmenlerin giriş yaparak mesleki gelişim eğitimlerine erişebildiği ÖBA'da ayrıca Kütüphane alanı da bulunmaktadır. Herkese açık olan Kütüphane alanından çok sayıda içerik sunulmaktadır.
