WBF Decimal victory point scale

TD can now specify number of boards to set out on each table in a Swiss or other barometer event. Players will then be initially offered the first board they played, rather than the first numerically in the round. Bugfix - you can now scroll all the way down to the bottom of the movement grid for a long movement.
