청산면은 옥천읍의 가장 먼 변방이지만, 옥천, 보은, 영동 세개 군에서는 중심적인 위치에 있습니다.
행정구역은 옥천이지만, 옥천읍에 가려면 40분이고, 영동과 보은읍에 가려면 25분 남짓 밖에 걸리지 않습니다.
그래서 청산에 거점을 두고 남부3군 소식을 다루는 자치독립언론 주간지를 만들어보자고 결의를 했습니다.
