It is the fastest way to receive the alerts that genuinely concern you, and it asks for no location sharing at all. The rest of this version is devoted to edge cases, those rare situations where an alert could go astray: a distant tremor with no felt effect treated as an emergency, a ward of a major city labelled with the name of its prefecture, an evacuation order attached to the wrong place, a safety check-in request arriving with no alert to explain it.
