I have been looking for this for a while !!! There used to be a similar app (different name) (which I lost after support for some older 32 bit apps was discontinued). Found this today and it works perfectly - give your desktop some flair!!!

We built Walyro around one idea: your own footage on your screen, not a shelf of presets nobody really connects with. So "more personal" is the best thing we could hear, since that reaction is what we were chasing from the very start. Really glad it found a spot on your desktop.
Your first run now begins with the wallpaper. Choose a wallpaper or bring your own video, and it plays across every display the moment you click.
Then Walyro asks whether to open at login, so your desktop is still yours after a restart.
