Puzzle generation is uniqueness-checked: every puzzle has exactly one solution. Difficulty is graded by which solving techniques are required (naked single, hidden single, locked candidates, naked pair, hidden pair, x-wing). The "Expert" puzzles actually require x-wing or chain logic. They are not just "Easy puzzles with more empty cells."
