Reliability improvements:
• Menu bar reliability: "Open Portia", port search, and Settings now consistently
bring the app forward on macOS 26 - even when the main window was closed or
the app was running entirely in the background. Previously these actions
could silently no-op under the App Sandbox.
• Smarter port detection: the port scanner now falls back to a TCP bind-probe
when sandboxed system APIs return partial results, so ports listened on by
other users / system processes show up reliably without losing process detail
for the ones we can introspect.
