After trying many I finally found this, it alerts me under any circumstances including phone locked, silent, do not disturb (you can configure). Just wonderful

Easy to interface to a program on my Raspberry Pi allowing me to get information I was unable to get commercially for my hobby of plane watching. I was able to reduce the clutter of unwanted notifications.
