When does syncing takes place?

I have so many daily expenses that I need to collect them in another application it would be great that there is a way to import them with a CSV file. Also when does the sync occurs? I just installed the app on my iPhone but the few expenses I entered don’t reflect on my iPad, although it’s the same account apparently. Income and other expenses are the ones from iCloud but the balance does not show in the iPhone yet.
