Mit der App MonaNRW bezieht das Land Nordrhein-Westfalen die Antragstellenden seit 2024 aktiv in den Prozess der Antragsprüfung im Rahmen der EU-Agrarförderung ein. Ab 2025 soll der Nachweis der Kennarten der Ökoregelung 5 verpflichtend mit der App erfolgen.
Darüber hinaus kann auch weiterhin im Rahmen des satellitengestützten Flächenmonitorings freiwillig zur Aufklärung unklarer Kontrollergebnisse beigetragen werden.
Ökoregelung 5
Mithilfe der App wird das Vorhandensein von förderfähigen Kennarten der Ökoregelung 5 nachgewiesen. Optional kann eine speziell für die Agrarförderung entwickelte Kennartenbestimmungsfunktion genutzt werden. Bei fehlendem Nachweis werden die Flächen zum 30.09. sanktionslos aus dem Antrag herausgenommen.
Satellitengestütztes Flächenmonitoring
Mit Hilfe der App können verortete Fotos als Nachweis für den Zustand, die Nutzung oder eine Tätigkeit auf den eigenen Flächen bei der EU-Zahlstelle eingereicht werden. Dazu zählen beispielsweise der Nachweis der angebauten Kultur oder der Nachweis über die Ausübung der Mindesttätigkeit auf Brachen und Streifen.
Anhand der über die App eingereichten Fotos können die Einhaltung von Fördervoraussetzungen, Verpflichtungen und sonstiger Auflagen bei fraglichen Sachverhalten durch die Antragstellenden selbst nachgewiesen werden, ohne dass eine Feldkontrolle vor Ort erforderlich wird.
Die inhaltliche und technische Betreuung der App erfolgt durch die Landwirtschaftskammer Nordrhein-Westfalen.
