They refused to process a small credit on my account when I downgraded then upgraded to a higher tier plan even though I am paying much more every month.

This is my first time using Active Campaign.I imported 637 contacts, created a custom template, created a campaign, and thought that it had been sent to all 637 contacts.The campaign, however, indicates that it’s “Pending Approval”.What approval is needed and why is any approval needed after I send the message?
