Fixed a UI re-rendering issue that could cause the outcome of series-level ties to sometimes be displayed incorrectly.

Lots of UI improvements in this version! I've fixed a handful of UI bugs, improved drag-and-drop, and added dragging animations.

Improvements to the system for handling regatta and series level ties

* All RDG statuses are now handled the same (leaving control to the scorer) * SCP statuses are handled just like RDG statuses

This version has some quick fixes for some Stage Manager related display issues.

This release includes: * Fixes to the way Scoring Penalties (SCP) are configured and computed. In compliance with 44.3(c), you can now configure (at the series or regatta level) the scoring penalty. The new default is 20% of a DNF (rounded up) added to the score (not exceeding a DNF) * Fixes to bugs around selecting time in PHRF races * Sail numbers are included (with racer and/or boat names) in the score sheets * Lots of small UI improvements across devices
