Sail safely with Sailing Checklist. It comes with checklists for USCG regulations and various boat sizes. You can even create lists for specific boats and turn on or off various items in any of the lists. Each item can also include notes about the specific requirement. For instance, the USCG "Sound producer" requirement for 16' sailboats is "Whistle, Horn capable of 4 second blast audible for 0.5 nautical miles."
