Paying twice

Edit; with help of Apple support it did work if I temporarily swapped ID’s and downloaded the app on the other device using the other ID. After that, the app worked like a charm! It won’t allow me to download the app on another device within the same family. At least, not without paying twice.App purchase sharing is on within the family but it charges me double.
