It enables you to scan bluetooth and bluetooth-low-energy "waves" / devices, so you can identify what devices are near you, why is your bluetooth headset not working, how far is your earbud. The app shows the strength of nearby bluetooth devices, their name, id and much more.

Now you can also scan using NearBy and get realtime updates on how far or close you are from your BLE device so you'll have easier time finding your pheripherials. (I'd check the couch first)
